Kansas Senate Bill SB27 Comm Sub / Analysis

Filed 04/30/2024

                    SESSION OF 2024
CONFERENCE COMMITTEE REPORT BRIEF
 SENATE BILL NO. 27
As Agreed to April 30, 2024
Brief*
SB 27 would reconcile amendments to statutes that were amended more than once during
the current and prior legislative sessions. For such statutes, the bill would repeal one version
and, if necessary, amend the continuing version with noncontradictory amendments, creating a
single version of the statute containing all amendments.
[Note: The Office of Revisor of Statutes submits a bill of this type each legislative session
to reconcile and consolidate conflicting versions of the statutes.]
Conference Committee Action
The Conference Committee agreed to remove the contents of SB 27, provisions related to
the authorization of the Commissioner of Insurance to set the amount of certain fees, and insert
provisions to reconcile statutory conflicts.
Background
SB 27 was originally introduced by the Senate Committee on Financial Institutions and
Insurance. On April 29, 2024, the Conference Committee removed the contents of SB 27, as
amended by the House Committee on Insurance, and inserted provisions to reconcile statutory
conflicts. [Note: The original provisions of SB 27, pertaining to the authorization of the
Commissioner of Insurance to set the amount of certain fees, were incorporated through the
enactment of the bill's mirror provisions in 2023 HB 2090.]
Fiscal Information
An updated fiscal note was not available when Conference Committee action was taken.
