Dear Senator Thompson: 
 
 SUBJECT: Fiscal Note for SB 39 by Senate Committee on Federal and State Affairs 
 
 In accordance with KSA 75-3715a, the following fiscal note concerning SB 39 is 
respectfully submitted to your committee. 
 
 SB 39 would require the Capitol Preservation Committee to develop and approve plans to 
place a mural in the Capitol honoring the 1st Kansas (Colored) Voluntary Infantry Regiment.  The 
Secretary of Administration would be authorized to receive donations as specified in the bill.  All 
donations would be credited to the 1st Kansas (Colored) Voluntary Infantry Regiment Mural Fund, 
which the bill would establish.  Expenditures from the 1st Kansas (Colored) Voluntary Infantry 
Regiment Mural Fund would be for the creation and installation of the mural.  The bill would 
prohibit public funding from being expended to finance the creation or installation of the mural.   
 
 According to the Department of Administration, enactment of the bill would not have a 
fiscal effect on agency operations because the mural would be constructed with funding from gifts, 
grants, or contributions.
