Dear Senator Petersen: 
 
 SUBJECT: Fiscal Note for SB 410 by Senate Committee on Assessment and Taxation 
 
 In accordance with KSA 75-3715a, the following fiscal note concerning SB 410 is 
respectfully submitted to your committee. 
 
 SB 410 would designate the portion Unites States Highway 69 from its junction with Grant 
Road in Bourbon County, then south on United States Highway 69 to its junction with East 650th 
Avenue in Crawford County as the “Ken W Brock Memorial Highway”.  The bill would require 
the Kansas Department of Transportation (KDOT) to place signs to indicate the designation.  
 
 KDOT estimates that it would cost $5,580 to manufacture and install two signs for the 
highway designated in the bill ($2,790 per sign).  However, current law requires that sufficient 
gifts and donations be received by KDOT prior to installing the signs to reimburse the agency for 
the initial cost, plus an additional 50.0 percent of the initial cost to defray future sign maintenance.  
Altogether, $8,370 would be needed from donations to install the signs. KDOT indicates 
implementation of the bill would require an increase of $5,580 to the expenditure limitation for 
the agency operations account in FY 2025.  Any fiscal effect associated with SB 410 is not 
reflected in The FY 2025 Governor’s Budget Report.
