SESSION OF 2024 SUPPLEMENTAL NOTE ON SENATE BILL NO. 467 As Recommended by Senate Committee on Commerce Brief* SB 467 would expand and make changes to membership on the Council on Travel and Tourism (Council) as well as make changes to the Department of Commerce’s matching grant program for the promotion of tourism. Council on Travel and Tourism The bill would expand membership on the Council by adding representatives from the following organizations: ●The National Independent Venue Association; ●The Kansas Museum Association; and ●The Kansas Sampler Foundation. [Note: The representative of the National Independent Venue Association would be required to be a Kansas resident.] The bill would also change the Council membership from the House of Representatives to the chairperson, vice- chairperson, and ranking minority member of the House Committee on Commerce, Labor and Economic Development. The supplemental note and fiscal note for this bill may be accessed on the Internet at http://www.kslegislature.org Matching Grant Program for the Promotion of Tourism The bill would change the minimum amount of state tourism promotion matching grant moneys required to be dispersed to public or non-profit entities from 75.0 percent to 50.0 percent. The bill would also remove the restriction against more than 20.0 percent of the amount of moneys granted to for- profit or public non-profit entities being awarded to one entity. Background The bill was introduced by the Senate Committee on Commerce at the request of the Department of Commerce. Senate Committee on Commerce In the Senate Committee hearing, proponent testimony was provided by representatives of the Department of Commerce and the Travel Industry Association of Kansas. The proponents generally stated the additional members would allow for better feedback as well as represent the change of the Office of Tourism being moved under the Department of Commerce. The proponents also stated the grant funding change would better align with the applications the Department is receiving. No additional testimony was provided. Fiscal Information According to the fiscal note prepared by the Division of the Budget on the bill, the Department of Commerce stated the bill would require an additional $600 for mileage reimbursements for the three new members.
