Dear Senator Warren: 
 
 SUBJECT: Fiscal Note for SB 473 by Senate Committee on Judiciary 
 
 In accordance with KSA 75-3715a, the following fiscal note concerning SB 473 is 
respectfully submitted to your committee. 
 
 SB 473 would specify that a complaint, as it relates to criminal procedure, is valid if it is 
signed by a law enforcement officer.  The bill would also designate a complaint as valid if it is a 
notice to appear issued by a law enforcement officer for any unclassified misdemeanor or 
nonperson misdemeanor if there is a memorandum of agreement (MOA) between the law 
enforcement agency and the county or district attorney in the jurisdiction where the notice to 
appear is issued and the notice to appear complies with the requirements of the MOA. 
 
 The Office of Judicial Administration indicates enactment of the bill would have a 
negligible fiscal effect that could be absorbed within existing resources.
