 SUBJECT: Fiscal Note for SB 511 by Senate Committee on Federal and State Affairs 
 
 In accordance with KSA 75-3715a, the following fiscal note concerning SB 511 is 
respectfully submitted to your committee. 
 
 Under current law, microbreweries are only authorized to sell their beer and hard cider to 
distributors.  The bill would allow microbrewery licensees to sell their manufactured beer and hard 
cider to retailers, public venues, clubs, drinking establishments, holders of temporary permits, and 
caterers.  The bill would also allow for the sale of beer and hard cider in unopened containers to 
consumers at special events monitored and regulated by the Division of Alcoholic Beverage 
Control of the Department of Revenue.  
 
 The Department of Revenue indicates that the Division of Alcoholic Beverage Control and 
the Division of Taxation would have to update forms, publications, and handbooks; however, this 
could be accomplished within existing resources.
