Dear Senator Thompson: 
 
 SUBJECT: Fiscal Note for SB 69 by Senator Corson 
 
 In accordance with KSA 75-3715a, the following fiscal note concerning SB 69 is 
respectfully submitted to your committee. 
 
 SB 69 would impose requirements for the drawing of congressional, senatorial, 
representative, and board of education districts for reapportionment plans.  The bill would specify 
that no reapportionment plan or district may be drawn primarily to favor or disfavor a political 
party.  The bill would allow any party aggrieved by a reapportionment plan to seek remedy in the 
Kansas Supreme Court. 
 
 The Office of the Attorney General indicates that the agency would likely become involved 
in any litigation that would be allowed in the bill.  The agency notes that it could require the hiring 
of outside counsel for expertise to represent the state’s interest.  However, a fiscal effect cannot be 
estimated, but could be significant, depending on the outcome of the case and any appeals made.  
The fiscal effect for the Office of Judicial Administration and the Legislature would be negligible. 
Any fiscal effect associated with SB 69 is not reflected in The FY 2024 Governor’s Budget Report.
