HB 2020 would require the Director of the Division of Motor Vehicles of the Department of Revenue to provide a list each quarter to the Secretary of State of all permanent and temporary drivers’ licenses issued to noncitizens. The list would include names, addresses, phone numbers, social security numbers, dates of birth, temporary drivers’ license numbers, and the expiration date of the licenses. The Secretary of State would compare the list with the voter registration rolls and delete any names of noncitizens that appear on the voter registration rolls. The Secretary of State would be required to notify any person removed from the voter registration rolls that the person may be reinstated on the rolls by providing proof of their citizenship. The Department of Revenue would require $1,250 from the State General Fund in FY 2026 for programming and testing requirements to produce a quarterly report to the Secretary of State that lists all of the permanent and temporary drivers’ licenses issued to noncitizens. The Department of Revenue indicates the report would not be available to the to be released to the public without near total redaction due to confidential information making up the bulk of the report. Any fiscal effect associated with HB 2020 is not reflected in The FY 2026 Governor’s Budget Report. The Kansas Association of Counties indicates HB 2020 would not have a fiscal effect on counties.
