Dear Representative Proctor: 
 
 SUBJECT: Fiscal Note for HB 2022 by House Committee on Elections 
 
 In accordance with KSA 75-3715a, the following fiscal note concerning HB 2022 is 
respectfully submitted to your committee. 
 
 HB 2022 would clarify that special elections could not be held within 45 days before or 
after a general or primary election. 
 
 The Secretary of State indicates it would use existing resources to update training materials 
for local election officials and update educational and promotional materials for the voting public 
regarding the provisions of HB 2022.  Any fiscal effect associated with HB 2022 is not reflected 
in The FY 2026 Governor’s Budget Report.  
 
 The Kansas Association of Counties indicates HB 2022 could have a fiscal effect on 
counties if there is an increase in special elections.  The Association is unable to estimate the fiscal 
effect.
