 SUBJECT: Fiscal Note for HB 2026 by Representative Clayton 
 
 In accordance with KSA 75-3715a, the following fiscal note concerning HB 2026 is 
respectfully submitted to your committee. 
 
 HB 2026 would remove parental, legal guardian, and judicial exceptions allowing 15 to 
17-year-olds to marry and would require that marriage licenses be issued only to applicants who 
are at least 18 years old.  Computation of the required three-day waiting period between the 
application for a marriage license and issuance would also be modified to exclude Sundays, 
holidays, and other days the clerk’s office is closed.  The bill would become effective upon 
publication in the statute book.  
 
 The Office of Judicial Administration indicates enactment of the bill would reduce the 
number of marriage license applications processed by district court clerks.  The bill would also 
reduce the workload of district court judges and clerks because there would no longer be the need 
for judicial review or review of parental consent.  The Office also states enactment of the bill could 
decrease revenues to the State General Fund and other state funds due to fewer marriage license 
applications being processed.  However, a precise fiscal effect cannot be estimated.  Any fiscal 
effect associated with HB 2026 is not reflected in The FY 2026 Governor’s Budget Report.
