Dear Representative Francis: 
 
 SUBJECT: Fiscal Note for HB 2031 by Representative Resman 
 
 In accordance with KSA 75-3715a, the following fiscal note concerning HB 2031 is 
respectfully submitted to your committee. 
 
 HB 2031 would require a motorcycle instructor to have successfully completed all statutory 
requirements regarding qualifying as an instructor for a driving school, including presenting 
evidence of credit in driver education and safety from an accredited school, having a valid 
credential issued by the state to teach driver education, and being physically able to operate a motor 
vehicle safely and train others in the operation of motor vehicles.  The bill would further require a 
motorcycle instructor to possess a valid class M driver’s license or equivalent license allowing the 
individual to operate a motorcycle in another state.  
 
 The Department of Revenue and the Department of Transportation indicate enactment of 
the bill would not have a fiscal effect on the agencies.
