Dear Representative Sutton: 
 
 SUBJECT: Fiscal Note for HB 2044 by House Committee on Insurance 
 
 In accordance with KSA 75-3715a, the following fiscal note concerning HB 2044 is 
respectfully submitted to your committee. 
 
 HB 2044 would require third party administrators of life or health insurance coverage to 
maintain a separate fiduciary account for each payor and the account would not be allowed to 
contain funds collected or held by the administrator on behalf of multiple payors.  The bill would 
also require an administrator to disclose to the Insurance Commissioner any chapter 9 or 11 
bankruptcy filed by or on behalf of the administrator under the United States Bankruptcy Code. 
 
 The Kansas Department of Insurance states that the bill would not have a fiscal effect.
