SUPPLEMENTAL NOTE ON HOUSE BILL NO. 2048

Brief*
HB 2048 would remove the requirements of certain 
reporting by the Commissioner of Insurance (Commissioner) 
and amend the definition of “person” in law regarding 
violations of insurance law by removing references to specific 
entities under the jurisdiction of the Commissioner for the 
purpose of determining violations of Kansas insurance law. 
Background
The bill was introduced by the House Committee on 
Insurance at the request of a representative of the Kansas 
Insurance Department (Department).
[Note: A companion bill, SB 27, was introduced in the 
Senate.]
House Committee on Insurance
In the House Committee hearing, proponent testimony 
was provided by a representative of the Department. The 
proponent indicated the bill would eliminate required reporting 
by the Commissioner to the Governor of its annual report and 
eliminate a reference to a 1993 report. The Department noted 
their annual report is available on the Department’s website. 
The proponent also stated the bill would simplify the definition

Following discussion on the bill on January 29, 2025, the 
House Committee recommended the bill be placed on the 
Consent Calendar.
Fiscal Information
According to the fiscal note prepared by the Division of 
the Budget on the bill, the Department indicates enactment of 
the bill would not have a fiscal effect.
