SUPPLEMENTAL NOTE ON HOUSE BILL NO. 2048

Institutions and Insurance
Brief*
HB 2048, as amended, would remove the requirements
for certain reporting by the Commissioner of Insurance
(Commissioner) and amend the definition of “person” in law
regarding violations of insurance law to remove references to
specific entities under the jurisdiction of the Commissioner for
the purpose of determining violations of Kansas insurance
law.
The bill would be in effect upon publication in the
Kansas Register.
Background
The bill was introduced by the House Committee on
Insurance at the request of a representative of the Kansas
Insurance Department (Department).
[Note: A companion bill, SB 27, was passed by the
Senate.]
House Committee on Insurance
In the House Committee hearing, proponent testimony
was provided by a representative of the Department. The
proponent indicated the bill would eliminate required reporting
by the Commissioner to the Governor of its annual report and

Following discussion on the bill on January 29, 2025, the
House Committee recommended the bill be placed on the
Consent Calendar.
Senate Committee on Financial Institutions and
Insurance
In the Senate Committee hearing, proponent testimony
was provided by a representative of the Department, who
stated that the bill would update unnecessary requirements
and outdated language in the statute.
No other testimony was provided.
The Senate Committee amended the bill to be effective
upon publication in the Kansas Register.
Fiscal Information
According to the fiscal note prepared by the Division of
the Budget on the bill, as introduced, the Department
indicates enactment of the bill would not have a fiscal effect.
