SESSION OF 2025 SUPPLEMENTAL NOTE ON HOUSE BILL NO. 2048 As Amended by Senate Committee on Financial Institutions and Insurance Brief* HB 2048, as amended, would remove the requirements for certain reporting by the Commissioner of Insurance (Commissioner) and amend the definition of “person” in law regarding violations of insurance law to remove references to specific entities under the jurisdiction of the Commissioner for the purpose of determining violations of Kansas insurance law. Background The bill was introduced by the House Committee on Insurance at the request of a representative of the Kansas Insurance Department (Department). The proponent also stated the bill would simplify the definition of “person” and would remove specific entities from the definition. No other testimony was provided. Following discussion on the bill on January 29, 2025, the House Committee recommended the bill be placed on the Consent Calendar. Senate Committee on Financial Institutions and Insurance In the Senate Committee hearing, proponent testimony was provided by a representative of the Department, who stated that the bill would update unnecessary requirements and outdated language in the statute. No other testimony was provided. The Senate Committee amended the bill to be effective upon publication in the Kansas Register.
