 SUBJECT: Fiscal Note for HB 2099 by House Committee on Local Government 
 
 In accordance with KSA 75-3715a, the following fiscal note concerning HB 2099 is 
respectfully submitted to your committee. 
 
 HB 2099 would allow a city or county to require periodic property inspections of privately 
owned residential housing property when the owner of the property is receiving governmental 
subsidies.  The city or county would be required to provide reasonable notice to the tenants of the 
date and time of the inspection.  The bill specifies that the landlord may be required to perform 
random inspections at the request of the city or county in response to code violation complaints. 
If a tenant objects to an inspection, the city or county would obtain an administrative search to 
facilitate the inspection.  
 
 The League of Kansas Municipalities states enactment of the bill would have a negligible 
fiscal effect on cities.  The Kansas Association of Counties cannot estimate a fiscal effect because 
the Association is unable to determine how many more inspections would be necessary and 
whether that would require additional employees.
