Dear Representative Awerkamp: 
 
 SUBJECT: Fiscal Note for HB 2101 by House Committee on Welfare Reform 
 
 In accordance with KSA 75-3715a, the following fiscal note concerning HB 2101 is 
respectfully submitted to your committee. 
 
 HB 2101 would prohibit cities and counties from adopting or enforcing any ordinance or 
resolution that would establish or provide for the operation of a guaranteed income program.  The 
bill would also make any such program adopted prior to July 1, 2025 null and void.  The bill would 
define “guaranteed income program” to mean a program that provides individuals with a regular 
periodic cash payment that may be used for any purpose without requiring such individuals to be 
employed, seek employment or attend employment-related training to receive such funds. 
 
 The League of Kansas Municipalities reports that enactment of HB 2101 would not have a 
fiscal effect for cities.  The Kansas Association of Counties states that no counties currently utilize 
a program as defined in HB 2101 so there is no fiscal effect on counties but notes the legislation 
is pre-emptive and a future fiscal effect could not be estimated.
