Dear Representative Howe: 
 
 SUBJECT: Fiscal Note for HB 2120 by Representative Roeser 
 
 In accordance with KSA 75-3715a, the following fiscal note concerning HB 2120 is 
respectfully submitted to your committee. 
 
 HB 2120 would authorize the State Board of Regents, on behalf of Kansas State University 
Veterinary Medical Center (KSU VMC), to sell and convey all of the rights, title, and interest 
subject to all easements and appurtenances for property located at 9706 Mockingbird Drive, 
Omaha, Douglas County, Nebraska.   
 
 The bill also would authorize the State Board of Regents, on behalf of Kansas State 
University (KSU), to sell and convey all of the rights, title, and interest subject to all easements 
and appurtenances in certain real estate, commonly known as the Unger Complex, located in the 
City of Manhattan, Riley County, Kansas.  The bill would take effect upon its publication in the 
Kansas Register. 
 
 With the enactment of HB 2120, both KSU VMC and KSU would retain the proceeds from 
the sale of both properties described in the bill.  In addition, once both properties are sold, both 
institutions would no longer incur the costs to maintain the properties.  KSU VMC estimates 
additional revenue of $1.1 million and KSU estimates additional revenue of $3.5 million for a total 
of $4.6 million that would be credited to agency fee funds for both institutions in FY 2025 resulting 
from the sale of the real estate.

 The Kansas Board of Regents indicates any fiscal effect resulting from the enactment of 
the bill would have a negligible fiscal effect on the operations of the Board.  Any fiscal effect 
associated with HB 2120 is not reflected in The FY 2026 Governor’s Budget Report.
