HB 2127 would allow city and county governments to adopt and enforce any ordinance, resolution, or regulation relating to the sale or purchase of firearms, ammunition, or firearm components within any building owned by the city or county. The Office of the Attorney General indicates that enactment of the bill could result in litigation challenging its constitutionality. The Attorney General estimates that the cost to defend against these legal challenges could exceed $1.0 million per fiscal year; however, a precise estimate of this fiscal effect was unable to be calculated. Any fiscal effect associated with HB 2127 is not reflected in The FY 2026 Governor’s Budget Report. The League of Kansas Municipalities and the Kansas Association of Counties indicate that the bill would have a negligible fiscal effect on local governments. Sincerely, Adam C.
