 SUBJECT: Fiscal Note for HB 2139 by House Committee on Education 
 
 In accordance with KSA 75-3715a, the following fiscal note concerning HB 2139 is 
respectfully submitted to your committee. 
 
 Under current law, school districts are required to have sealed bids for goods and service 
contracts when the value of the goods and services is greater than $20,000.  HB 2139 would 
increase this threshold to $50,000. 
 
 The enactment of HB would have no fiscal effect on state aid to school districts or state 
expenditures.  The Kansas Association of School Boards indicates that the bill would allow greater 
administrative flexibility for bids for certain goods and services. Any fiscal effect from the 
enactment of the bill would likely be negligible.
