HB 2141 would require local school districts to adopt a policy that allows a parent to object to educational materials and activities that are not included in approved curriculum or standards, or if the materials impair a parent’s beliefs, values or principles. The parent could withdraw a student from the class or program. No academic records could be adversely affected by a student’s withdrawal. Exemptions from instruction would not excuse a student to complete a comparable alternative assignment offered to obtain credit in the course. The Department of Education indicates that the bill would have no fiscal effect on agency operations or state aid payments to school districts. The Kansas Association of School Boards indicates the bill would increase expenditures for school districts, as additional resources would be needed for staff time, curriculum, materials, or other resources to satisfy parent’s requests. However, the number of parental objections and the associated fiscal effect cannot be estimated. Sincerely, Adam C.
