Dear Representative Proctor: 
 
 SUBJECT: Fiscal Note for HB 2143 by House Committee on Elections 
 
 In accordance with KSA 75-3715a, the following fiscal note concerning HB 2143 is 
respectfully submitted to your committee. 
 
 HB 2143 would require the Secretary of State to enter into agreements with one or more 
credit rating agencies for the release of information, including names, addresses, phone numbers, 
social security numbers, date of birth, and alien registration numbers, held by a credit rating agency 
concerning residents of this state. The Secretary of State would use the information to verify the 
United States citizenship of persons registered to vote in the state.  The bill would direct the 
Secretary to notify county election officers of names of any noncitizens registered to vote and 
direct to the county election officers to remove such person from the voter registration rolls. The 
county election officer would subsequently notify the voter that they may be reinstated by 
providing proof of the voter’s United States citizenship. 
 
 The Secretary of State is unable to determine the fiscal effect of contracting with a credit 
rating agency for information required in HB 2143. The agency has contacted credit rating 
agencies and assumes the credit rating agencies would charge a fee.  The agency is unable to 
estimate a fee structure that could be charged by the credit rating agencies.  The Secretary of State 
indicates it would use existing resources to update training materials for local election officials 
regarding the provisions of HB 2143.  Any fiscal effect associated with HB 2143 is not reflected 
in The FY 2026 Governor’s Budget Report.

 The Kansas Association of Counties states HB 2143 would not have a fiscal effect on 
counties.
