 SUBJECT: Fiscal Note for HB 2148 by Representatives Waymaster and Moser 
 
 In accordance with KSA 75-3715a, the following fiscal note concerning HB 2148 is 
respectfully submitted to your committee. 
 
 HB 2148 would amend current law to prohibit the exercise of eminent domain except under 
restricted circumstances by creating a limitation on the authority of the Kansas Corporation 
Commission for permitting and siting electric transmission lines in a “national interest electric 
transmission corridor”, as determined by the U.S. Department of Energy.  These corridors are 
identified as critical need areas for transmission lines to facilitate the transfer of electricity into the 
region. 
 
 The Kansas Corporation Commission and the Citizens’ Utility Ratepayer Board indicate 
that enactment of the bill would not have a fiscal effect on their operations.
