Dear Representative Humphries: 
 
 SUBJECT: Fiscal Note for HB 2181 by House Committee on Judiciary 
 
 In accordance with KSA 75-3715a, the following fiscal note concerning HB 2181 is 
respectfully submitted to your committee. 
 
 HB 2181 would create the Uniform Family Law Arbitration Act.  The bill would establish 
guidelines that would govern the arbitration of family law disputes.  The bill would require 
arbitration agreements to include certain components, outline procedures to initiate arbitration, and 
outline certain court procedures.  The bill would also require arbitrators to have certain 
qualifications, disclose certain information, and follow certain procedures regarding arbitration 
including making awards.  In addition, the bill would outline court procedures upon the issuance 
of an arbitration award, including rights to appeal.  The bill would apply to arbitration of a family 
law dispute under an arbitration agreement made on or after July 1, 2025.  
 
 The Office of Judicial Administration indicates enactment of the bill would have a minimal 
fiscal effect on the Judicial Branch that could be absorbed within existing resources.  The 
Department for Children and Families indicates enactment of the bill would not have a fiscal effect 
on the agency.  Any fiscal effect associated with HB 2181 is not reflected in The FY 2026 
Governor’s Budget Report.
