HB 2206 would redesignate the Governmental Ethics Commission as the Kansas Public Disclosure Commission on and after July 1, 2025. The bill would replace references in statute to the Governmental Ethics Commission with the Public Disclosure Commission, including the redesignation of the Governmental Ethics Fee Fund to the Public Disclosure Commission Fee Fund. The bill would add a definition of “cooperation or consent” to the Campaign Finance Act and would amend the definition of “political committee” to include certain criteria. The bill would amend the information that would be required in a statement of independent expenditures. The bill would specify that no political committee could be established by a member of or a candidate for the Legislature. The bill would also prohibit campaign contributions in the name of another. Such contributions would not include any contributions, expenditures, or transfers that are made by an individual or committee that is otherwise reporting such financial information on a report or statement filed under the Campaign Finance Act. The Governmental Ethics Commission states enactment of the bill would require the agency to make minor changes to the agency logo, but that such costs could be absorbed within existing resources. The Commission indicates fewer political committees would be required to register with the Commission, which would reduce revenue to its fee fund by approximately $10,000 in FY 2026 and FY 2027. The Honorable Pat Proctor, Chairperson Page 2—HB 2206 The Office of the Secretary of State indicates enactment of the bill would have a minimal fiscal effect on the agency that could be absorbed within existing resources. The agency states it would need to update materials, webpages, forms, and educational and promotional materials to the public. Any fiscal effect associated with HB 2206 is not reflected in The FY 2026 Governor’s Budget Report. Sincerely, Adam C.
