AN ACT concerning the secretary of corrections; relating to release of 
offenders; requiring the secretary to assist inmates with obtaining 
identification and employment related documentation prior to release 
from custody.
Be it enacted by the Legislature of the State of Kansas:
Section 1. (a) (1) Within nine months prior to the release of an inmate 
from the custody of the secretary of corrections, the secretary shall identify 
whether such inmate has current versions of the documentation described 
in paragraphs (2) and (3). If such inmate does not have the documentation 
described in paragraph (2), the secretary shall make a reasonable effort to 
provide the inmate with such documentation. If such inmate does not have 
the documentation described in paragraph (3), the secretary of corrections 
shall provide such documentation to the inmate. The secretary shall 
coordinate with state agencies as necessary to obtain such documentation 
on behalf of such inmate. All state agencies shall coordinate with the 
secretary of corrections to implement the provisions of this section.
(2) The secretary shall make reasonable effort to provide each inmate 
with:
(A) A certified copy of a birth certificate;
(B) a social security card or replacement social security card; and
(C) a driver's license issued pursuant to K.S.A. 8-243, and 
amendments thereto, if eligible, or an identification card issued pursuant to 
K.S.A. 8-1324 et seq., and amendments thereto.
(3) The secretary shall provide each inmate with:
(A) the vocational training record of the inmate, if applicable;
(B) the work record of the inmate, if applicable;
(C) any educational certifications or diplomas received by the inmate, 
if applicable; and
(D) a resume that includes any trade or skills learned by the inmate.
(b) The provisions of this section shall not apply to inmates who are:
(1) To be released to the custody of another jurisdiction on a warrant 
or detainer; or
(2) physically or mentally unable to return to the workforce when 
released from the custody of the secretary as determined by the secretary.

Sec. 2. This act shall take effect and be in force from and after its 
publication in the statute book.
