Dear Representative Tarwater:

SUBJECT: Fiscal Note for HB 2229 by Representative Reavis

In accordance with KSA 75-3715a, the following fiscal note concerning HB 2229 is
respectfully submitted to your committee.

HB 2229 would amend the Kansas Amusement Ride Act to add antique amusement rides,
limited-use amusement rides, and registered agritourism activities to provisions, including those
on inspection and operator training requirements. The bill would create a new fee structure for
inflatable devices based on the number of devices the permit applicant owned and operated. The
bill would also update provisions related to qualifications for inspection and operation of inflatable
devices.

According to the Kansas Department of Labor, enactment of HB 2229 could increase the
number of audits completed annually by the agency which could increase expenditures, but a total
fiscal effect could not be estimated. The agency anticipates that the change in the fee structure for
inflatable devices would decrease revenues by approximately $25,000 each year. Any fiscal effect
associated with HB 2229 is not reflected in The FY 2026 Governor’s Budget Report.

 	Sincerely,

 	Adam C. Proffitt
 	Director of the Budget
