HB 2242 would authorize the Governor to grant requests from the United States federal government to establish concurrent jurisdiction over land in Kansas owned by the United States for military purposes. The bill would outline the steps requiring the concurrent jurisdiction being effective. After the concurrent jurisdiction would be effective, the Governor would be required to send a copy of the relevant information to the Secretary of State to the official who made the initial written offer. In addition, any state or local agency could enter into a reciprocal agreement or memorandum of understanding with any agency of the United States for the coordination and designation of the concurrent jurisdiction. The Office of the Governor indicates that enactment of HB 2242 would have no fiscal effect on the Office. A fiscal note was requested from the Office of the Attorney General and the Office has not responded yet. The League of Kansas Municipalities indicates the enactment of the bill would have a negligible effect on cities. The Kansas Association of Counties indicates that the enactment of the bill could have a fiscal effect for counties if a potential concurrent jurisdiction would affect county operations or would remove the ability to levy property tax on any affected land.
