HB 2248 would establish the Kansas Nursing Initiative Grant Program, which would be administered by the Board of Regents. Subject to appropriations, any postsecondary educational institution with an accredited nursing program could submit an application for a need-based or competitive grant of funding in an amount that that would be determined by the Board. The funding could be used for the expansion of a nursing facility, laboratory supplies, and tools for student success. Grants would not require any funding match in order to receive funds from this program. The program would allow postsecondary educational institutions to (1) apply for and receive up to $100,000 for non-consumable laboratory supplies; (2) expend funds on adjunct clinical instructors, including partial funding of an adjunct clinical instructor who may be employed by a healthcare facility; (3) request funding for tools for student success, included but not limited to, general tutoring, study skills, preparatory skills for taking exams, and preparatory licensing classes; and (4) request funding for student support that may affect a student’s ability to attend and complete the program, including, but not limited to, childcare services. In order to be eligible for a grant, the accredited nursing program of the institution would be required to be nationally accredited, be approved by the Kansas Board of Nursing, and have national council licensure examination test scores at or above the most recent three-year national average. The bill outlines the procedures for applying for and the awarding of the grants. The Honorable Will Carpenter, Chairperson Page 2—HB 2248 According to the Board of Regents, the bill would increase the funding limit available for non-consumable laboratory supplies and equipment from $30,000 to $100,000. The Board estimates additional State General Fund expenditures of 2,730,000 in both FY 2026 and FY 2027 for the increased limit on laboratory supplies and equipment ($70,000 additional funding x 39 qualifying institutions). The Board states without additional funding, the grants awarded would be either less than the new $100,000 maximum or fewer institutions would receive grants.
