HB 2259 would require local boards of education to adopt policies and procedures to govern the use of personal electronic devices. The policies and procedures would prohibit students from using any personal electronic communication devices during the instructional hours of the day, as well as outline disciplinary actions and consequences. The bill would allow certain exemptions from the rules and regulations, including if the device is part of a student’s individualized education program or if the device is authorized by a teacher or administrator for educational purposes. The bill would require the State Board of Education to designate a period of time each school year as a time for “social media awareness.” The Board would be required to develop age and developmentally appropriate objectives, materials, and instructional goals for social media awareness. Each school district would include social media awareness of the district’s curriculum. The committee would meet multiple times over the course of a year to develop the required standards. Costs for the process would include development and review of materials, transportation reimbursement for some in-person meetings, and other development costs. It is estimated this process would have a total cost of $70,000, all from the State General Fund. The Division of the Budget notes that this would be a one-time expenditure in FY 2026. Any fiscal effect associated with HB 2259 is not reflected in The FY 2026 Governor’s Budget Report. In addition, school districts would incur costs to train teachers in the new standards and purchase new curriculum materials; however, these costs cannot be estimated until the standards are developed.
