SUBJECT: Fiscal Note for HB 2286 by House Committee on Health and Human
Services
In accordance with KSA 75-3715a, the following fiscal note concerning HB 2286 is
respectfully submitted to your committee.
HB 2286 would require a dental benefit plan initiating or changing payments to a dentist
using electronic funds transfer payments to require any decision by a dentist to select an alternative
form of payment to remain in force through the duration of the contract. The bill would specify
that a dental benefit plan that initiates or changes payments to a dentist through certain automated
clearing houses in effect on July 1, 2025, could not charge certain fees.
The Department of Administration and Department of Insurance indicate enactment of the
bill would not have a fiscal effect on the agencies.
