Dear Representative Francis: 
 
 SUBJECT: Fiscal Note for HB 2289 by House Committee on Transportation 
 
 In accordance with KSA 75-3715a, the following fiscal note concerning HB 2289 is 
respectfully submitted to your committee. 
 
 HB 2289 would reduce the number of personalized license plates issued from two license 
plates to one license plate.  The bill would remove the option for displaying a second plate on the 
front of a vehicle.  The bill would eliminate the requirement that applications for personalized 
license plates be made within 60 days prior to the applicant’s renewal of registration date.  Under 
current law, decals affixed to the license plate contain two letters that identify the county in which 
the vehicle was registered and the date the registration expires.  The bill would remove the 
requirement that the decal contain the letters designating the county where the vehicle is registered 
and would replace the date the registration expires with expiration information consistent with 
KSA 8-134.   
 
 In addition, the bill would remove provisions in current law concerning the computing of 
the quantity of license plates and registration decals to be furnished to each county.  The bill would 
also add the requirement that any contract for the manufacture of license plates and decals for a 
digitally fulfilled license plate order would be shipped directly to the customer for whom the 
license plate is issued. 
 
 The Department of Revenue and the Kansas Corporation Commission state the enactment 
of HB 2289 would not have a fiscal effect on agency operations.

 The Kansas Association of Counties states HB 2289 could have a fiscal effect on counties 
since counties handle vehicle registration; however, the Association is unable to estimate the fiscal 
effect the bill would have on counties if enacted.
