HB 2307 would transfer the authorization and oversight of prenatally and postnatally diagnosed conditions awareness programs from the Kansas Department of Health and Environment to the Kansas Council on Developmental Disabilities. The bill would create the Prenatally and Postnatally Diagnosed Conditions Awareness Programs Fund and would transfer $25,000 from the State General Fund to the new fund on July 1, 2025. According to the Kansas Department of Health and Environment, enactment of HB 2307 would not result in a fiscal effect for the agency. The bill would increase transfers out of the State General Fund by $25,000 for FY 2026 as the bill would direct a transfer from the State General Fund to the Prenatally and Postnatally Diagnosed Conditions Awareness Programs Fund. The fund would be available for use for program expenditures under the Kansas Council on Developmental Disabilities, but the bill does not direct a transfer for any future years. Any fiscal effect associated with HB 2307 is not reflected in The FY 2026 Governor’s Budget Report. Sincerely, Adam C.
