SUBJECT: Fiscal Note for HB 2320 by House Committee on K-12 Education Budget
In accordance with KSA 75-3715a, the following fiscal note concerning HB 2320 is
respectfully submitted to your committee.
HB 2320 would establish deadlines for the transfer of records between school districts or
across boundaries within a school district when a child in the custody of the Department for
Children and Families (DCF) experiences a placement change. The bill would allow enrollment
of students in the custody of DCF in any school district in the state and would codify requirements
for transportation planning if the best interest determination is made for a child to remain in their
school of origin.
According to DCF and the Kansas State Department of Education (KSDE), enactment of
HB 2320 would have no fiscal effect on the agencies. The two-day turn around required for school
districts could require the addition of administrative staff, but KSDE is not able to estimate this
potential fiscal effect on districts.
