SUBJECT: Fiscal Note for HB 2343 by House Committee on Commerce, Labor and
Economic Development
In accordance with KSA 75-3715a, the following fiscal note concerning HB 2343 is
respectfully submitted to your committee.
HB 2343 would create the No-Impact Home-Based Business Fairness Act. The bill would
limit municipal authority to regulate home businesses.
The Kansas Department of Revenue indicates that enactment of HB 2343 would have no
fiscal effect on the agency. The Kansas Association of Counties indicates that enactment of HB
2343 would have no fiscal effect on the counties. The League of Kansas Municipalities indicates
that enactment of HB 2343 could have increased costs to municipalities associated with litigation,
but the costs are unknown.
