SESSION OF 2025 SUPPLEMENTAL NOTE ON HOUSE BILL NO. 2382 As Amended by House Committee on K-12 Education Budget Brief* HB 2382, as amended, would require that members of the State Board of Education receive compensation in an amount that corresponds to the daily rate of compensation provided to members of the Legislature during session. The compensation would be calculated in the following manner: ●Determine the base annual salary of a member of the Legislature, as prescribed by law, including any salary indexing made to the salary; ●Multiply the determined based annual salary by 0.6003; and ●Divide the amount determined by 90 to establish the rate for a State Board of Education member. Background The bill was introduced by the House Committee on Appropriations at the request of Representative Goetz. During the hearing, representatives of the Kansas State Department of Education (KSDE) clarified the mechanics of how compensation payments would work and addressed questions from the Committee. No other testimony was provided. The House Committee amended the bill to make some technical changes. Fiscal Information According to the fiscal note prepared by the Division of the Budget on the bill, as introduced, KSDE estimates that enactment of the bill would require an additional $169,324 from the State General Fund (SGF) for board member salaries and wages for a total cost of $294,966 SGF for FY 2026. The estimate is based on a current daily legislative salary of $286.81 with an average of 78 days worked per fiscal year for the State Board of Education members.
