SUPPLEMENTAL NOTE ON HOUSE BILL NO. 2382
As Further Amended by House Committee on K-
12 Education Budget
Brief*
HB 2382 as amended, would require that members of 
the State Board of Education receive compensation in an 
amount that corresponds to the daily rate of compensation 
provided to members of the Legislature during session.
The bill would establish the following daily rates of 
compensation for State Board of Education members:
●$286.81 per calendar day for regularly scheduled 
State Board of Education meetings;
●$286.81 per calendar day for the first 12 calendar 
days a board member is attending other official 
business within the state; and
●$172.0 per calendar day for calendar days 13 or 
more that a board member is attending other 
official business within the state.
The bill would also clarify that State Board of Education 
members receive either travel expenses or subsistence 
expenses during out-of-state travel.
Background
The bill was introduced by the House Committee on 
Appropriations at the request of Representative Goetz.

In the House Committee hearing on February 17, 2025, 
written-only proponent testimony was provided by 
representatives of the State Board of Education. During the 
hearing, representatives of the Kansas State Department of 
Education (KSDE) clarified the mechanics of how 
compensation payments would work and addressed 
questions from the Committee.
No other testimony was provided.
The House Committee amended the bill to make some 
technical changes on February 18, 2025.
On February 25, 2025, the bill was withdrawn from the 
House Calendar and referred back to the House Committee, 
On March 3, 2025, the House Committee further amended 
the bill to:
●Set board member pay to $286.81 per calendar 
day for regularly schedule State Board of 
Education meetings and the first 12 calendar days 
a board member is attending other official business 
within the state;
●Set board member pay at $172.00 per calendar 
day for days 13 or more of other official business a 
board member is attending within the state; and
●Clarify that a board member would receive either 
travel expenses or subsistence expenses for out-
of-state travel.
Fiscal Information
According to the fiscal note prepared by the Division of 
the Budget on the bill, as introduced, KSDE estimates that 
enactment of the bill would require an additional $169,324 
2- 2382 from the State General Fund (SGF) for board member 
salaries and wages for a total cost of $294,966 SGF for FY 
2026. The estimate is based on a current daily legislative 
salary of $286.81 with an average of 78 days worked per 
fiscal year for the State Board of Education members.
Any fiscal effect associated with enactment of the bill is 
not reflected in The FY 2026 Governor’s Budget Report.
A fiscal note on the bill, as further amended, was not 
available at the time of Committee action; however, a KSDE 
representative stated to the Committee that the amendments 
would decrease the additional SGF required to $120,000.
