Dear Representative Tarwater: 
 
 SUBJECT: Fiscal Note for HB 2392 by House Committee on Appropriations 
 
 In accordance with KSA 75-3715a, the following fiscal note concerning HB 2392 is 
respectfully submitted to your committee. 
 
 HB 2392 would require nursing school faculty to possess a nursing or medical degree that 
would be at least one level higher than the degree awarded by the program they teach in and 
prohibit requiring additional or more advanced credentials beyond this minimum qualification. 
Schools would be required to apply to the Kansas Board of Nursing for approval and demonstrate 
they meet the standards prescribed by law and the Board’s regulations.  Approval periods would 
not exceed ten years, after which schools would apply for renewal.  Schools would also submit 
annual fees to maintain their approval status. 
 
 The bill would outline specific requirements for both professional nursing schools and 
practical nursing schools.  The bill would also address continuing nursing education providers by 
establishing approval processes for both long-term providers and single-offering providers.  
Additionally, the bill would include criteria for evaluating out-of-state nursing schools and the 
acceptance of nationally accredited nursing schools, which could receive approval for up to ten 
years based on their accreditation status. 
 
 The Kansas Board of Nursing indicates that enactment of HB 2392 would have a negligible 
fiscal effect on the Board. The Kansas Board of Regents indicates that enactment of HB 2392 
would not have a fiscal effect on the Board. The Board states that the bill could affect the  The Honorable Sean Tarwater, Chairperson

universities, but the fiscal effect cannot be determined.  Any fiscal effect associated with HB 2392 
is not reflected in The FY 2026 Governor’s Budget Report.
