Smith, Sutton, Tarwater, Waggoner, Ward, Wasinger and Wilborn 2-5 A CONCURRENT RESOLUTION supporting the full authorization and funding of the public safety autonomous technologies research, testing, certification and commercialization program and supporting the passage of the national defense authorization act for fiscal year 2025. WHEREAS, The public safety autonomous technologies research, testing, certification and commercialization program is a potential research grant awarded by the United States department of commerce; and WHEREAS, The mission of the program is to research, create prototypes and develop new innovations for small uncrewed aerial systems (UAS) and catalyze such efforts in Kansas, if a Kansas research institute is chosen for the program; and WHEREAS, Evidence has shown an urgent need to advance affordable UAS without adversarial foreign influences by promoting and developing innovations created in the United States and supporting supply chains that provide operational enhancement designs that would serve state and local public safety missions; and WHEREAS, The urgent need to rapidly develop United States UAS capabilities to counter the Chinese CCP DJI drone threat that has captured more than 90% of the commercial and public safety markets has become clear to Kansans: Now, therefore, Be it resolved by the House of Representatives of the State of Kansas, the Senate concurring therein: That we support the full authorization and funding of the public safety autonomous technologies research, testing, certification and commercialization program by the United States department of commerce to support the innovation and development of UAS in the United States; and Be it further resolved: That we also support the national defense authorization act (NDAA) for fiscal year 2025, which bans the acquisition and operation of CCP DJI drones by the United States federal government and United States grant recipients; and 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 29 30 31 32 33 HCR 5010 2 Be it further resolved: That we also support section 162 of the NDAA, which requires the United States department of defense to make a determination within one year of enactment of the unacceptable risks posed by the Chinese CCP DJI drone and, upon making such determination, ban the DJI drone in the United States. The possibility of such prohibition has created a stronger sense of urgency within state and local public safety agencies to work with industries and universities to solve this problem without sacrificing performance and affordability; and Be it further resolved: That the Secretary of State shall send an enrolled copy of this resolution to Representative Kristey Williams. 1 2 3 4 5 6 7 8 9 10 11 12
