Dear Representative Kessler: 
 
 SUBJECT: Fiscal Note for HB 118 by Senator Shallenburger, et al. 
 
 In accordance with KSA 75-3715a, the following fiscal note concerning HB 118 is 
respectfully submitted to your committee. 
 
 SB 118 would limit the number of terms a state legislator could serve.  A state 
representative would be limited to six two-year terms and a state senator would be limited to three 
four-year terms.  The bill would list how the number of terms would be calculated.  To serve more 
than the maximum number of terms, the legislator would have to be nominated for office by 
petition. The bill would also explain the information to be included in the petition.  
 
 The Secretary of State would use existing resources to provide training and update manuals 
for county election officials; update the agency’s website; update public documents and 
information, and work with media, political parties, candidates, and the public to ensure knowledge 
of requirements of term limits.  Any fiscal effect associated with SB 118 is not reflected in The FY 
2026 Governor’s Budget Report.  
 
 The Kansas Association of Counties indicates SB 118 could have a fiscal effect on counties 
depending on how difficult it would be for counties to verify petitions.
