 SUBJECT: Fiscal Note for SB 124 by Senate Committee on Local Government, 
Transparency and Ethics 
 
 In accordance with KSA 75-3715a, the following fiscal note concerning SB 124 is 
respectfully submitted to your committee. 
 
 SB 124 would add restrictions on the annex of land to cities to include any tract of land 
that is less than 20 acres, prohibiting the annex without written consent of the owner.  The bill 
would also amend several other provisions on annexation and expand the causes of action for 
landowners to challenge annexations.   
 
 The League of Kansas Municipalities states that enactment of SB 124 would have a 
negative fiscal effect on cities but is unable to estimate a total effect.  The Kansas Association of 
Counties states that restrictions in the bill would not affect county government but could have a 
positive fiscal effect as county governments could be allowed to retain taxation and service 
authority.
