SUPPLEMENTAL NOTE ON SENATE BILL NO. 125
As Recommended by Senate Committee on 
Ways and Means
Brief*
SB 125 would authorize expenditures totaling $6,430.04, 
all from existing State General Fund (SGF) resources, in FY 
2025 to pay the following claims against the State:
●$50.00 from the Hutchinson Correctional Facility 
for various items, such as a fan and a lamp, that 
were missing from an inmate’s cell that was not 
securely locked;
●$30.04 from the Hutchinson Correctional Facility 
for missing items, including a fan and clothing 
items, that were being stored by the facility for an 
inmate;
●$50.00 from the Larned State Correctional Facility 
for an inmate’s tennis shoes that were mailed to 
the wrong address;
●$100.00 from the Lansing Correctional Facility for 
property, including a fan and clothing items, 
extorted from an inmate by another resident 
inmate; and
●$3,100.00 from the Kansas Department for Aging 
and Disability Services, and $3,100.00 from the 
Kansas Department of Health and Environment, for 
Home and Community-Based Services that had

The bill would require a claimant to sign a release 
attesting satisfaction of the claim against the State prior to 
issuance of payment.
The bill would be in effect upon publication in the 
Kansas Register.
Background
The bill was introduced by the Joint Committee on 
Special Claims Against the State (Joint Committee).
During the 2024 Interim, the Joint Committee met four 
times. Although 63 claims were received that met the 
statutory guidelines to be heard by the Joint Committee, nine 
of the claims were withdrawn due to settlements and one was 
withdrawn due to improper venue. Of the 63 claims received, 
57 were filed against the Department of Corrections or 
correctional facilities. The Joint Committee ultimately 
recommended payment for five claims against the State 
totaling $6,430.04 SGF in FY 2025.
Senate Committee on Ways and Means
In the Senate Committee hearing on February 6, 2024, 
an overview of the bill was provided by a fiscal analyst with 
the Kansas Legislative Research Department which facilitates 
the Joint Committee. No other testimony was provided.
Fiscal Information
According to the fiscal note prepared by the Division of 
the Budget on the bill, enactment of the bill would authorize 
expenditures totaling $6,430.04, all from existing SGF 
resources, in FY 2025.
Any fiscal effect associated with enactment of the bill is 
not reflected in The FY 2026 Governor’s Budget Report.
