Dear Senator Erickson: 
 
 SUBJECT: Fiscal Note for SB 13 by Senate Committee on Government Efficiency 
 
 In accordance with KSA 75-3715a, the following fiscal note concerning SB 13 is 
respectfully submitted to your committee. 
 
 SB 13 would eliminate requirements for filings, registrations and licenses with the 
Secretary of State, as follows:  
 
1. Labor organization’s business agents or representative; 
2. Labor organization’s constitution, bylaws and annual reports;  
3. Employee organization’s articles of incorporation, bylaws, and governing rules; 
4. Reciprocal agreements between the Board of Regents and colleges and universities 
of other states as approved by the Office of the Attorney General; 
5. Lists of tax liabilities abased and lists of all tax indebtedness by the State Board of 
Tax Appeals; 
6. Bonds filed by bonded warehouseman; and,  
7. List of easements granted by the Director of the Kansas Water Office. 
 
The bill would also make technical revisions.

 The Secretary of State indicates SB 13 would result in an overall reduction in workload for 
the agency and estimates a reduction in expenditures of $17,000 starting in FY 2026 from its fee 
funds. This reduction could come from contractual services for information and technology 
services.  The agency’s employee who performs the filing of bonds for the bonded warehouseman 
would be utilized for other projects and therefore could reduce the need for temporary or 
contractual staff.      
 
 The Office of the Attorney General, the Kansas Water Office, and the Office of Judicial 
Administration indicate SB 13 would not have a fiscal effect on agency operations. Any fiscal 
effect associated with SB 13 is not reflected in The FY 2026 Governor’s Budget Report.   
 
 The Kansas Association of Counties indicates SB 13 would not have a fiscal effect on 
counties.
