 SUBJECT: Fiscal Note for SB 137 by Senate Committee on Federal and State Affairs 
 
 In accordance with KSA 75-3715a, the following fiscal note concerning SB 137 is 
respectfully submitted to your committee. 
 
 SB 137 would amend the Kansas Standard Asset Seizure and Forfeiture Act.  Under current 
law, a forfeited firearm would be destroyed, used within the seizing agency for official purposes, 
traded to another law enforcement agency for use within such agency, or given to the Kansas 
Bureau of Investigation’s forensic laboratory.  The bill would also allow a forfeited firearm to be 
sold or transferred to a properly licensed federal firearms dealer.   
 
 The Office of Attorney General, the Kansas Bureau of Investigation, the Kansas Highway 
Patrol, and the Judicial Branch state that the bill would not have a fiscal effect.   
 
 The Kansas Association Counties states that enactment of the bill could increase revenues 
if more seized firearms are sold at value.  However, the Association cannot estimate a fiscal effect. 
The League of Kansas Municipalities states that enactment of the bill could affect cities since they 
are required to assist with the implementation and enforcement of firearms.  However, the League 
cannot estimate the fiscal effect.
