The Honorable Brenda Dietrich, Chairperson
Senate Committee on Financial Institutions and Insurance
300 SW 10th Avenue, Room 546-S
Topeka, Kansas 66612

Dear Senator Dietrich:

SUBJECT: Fiscal Note for SB 24 by Senate Committee on Financial Institutions and
Insurance

In accordance with KSA 75-3715a, the following fiscal note concerning SB 24 is
respectfully submitted to your committee.

SB 24 would allow the Insurance Commissioner to set certain insurance fees at a level not
to exceed the amount set in current statute. The bill would require the Commissioner to set the
fees for the next calendar year and have them published in the Kansas Register no later than
December 1 of each year.

The Kansas Insurance Department states that the bill could change agency revenues, which
would depend on the rates the Commissioner sets each year. The agency cannot estimate the
changes in revenues; however, any change would allow the agency to continue efficient agency
operations. Any fiscal effect associated with SB 24 is not reflected in The FY 2026 Governor’s
Budget Report.

 	Sincerely,

 	Adam C. Proffitt
 	Director of the Budget
