 SUBJECT: Fiscal Note for SB 266 by Senate Committee on Federal and State Affairs 
 
 In accordance with KSA 75-3715a, the following fiscal note concerning SB 266 is 
respectfully submitted to your committee. 
 
 SB 266 would amend current law to require legislative approval in the form of a concurrent 
resolution prior to the construction of high-impact electric transmission lines anywhere in the state.  
The bill would define “high-impact electric transmission line” and would require the electric utility 
to provide written notice to the Legislature within 30 days following the Kansas Corporation 
Commission issuance of a siting permit. 
 
 The Citizens’ Utility Ratepayer Board indicates that the enactment of the bill would not 
have a fiscal effect on operations; however, additional costs dependent on the number of requests 
could be incurred by the Legislature to convene, review, and issue approval of electric transmission 
lines.  
 
 The Kansas Corporation Commission and Legislative Administrative Services indicate that 
the enactment of the bill would not have a fiscal effect on operations. Any fiscal effect associated 
with SB 266 is not reflected in The FY 2026 Governor’s Budget Report.
