SESSION OF 2025 SUPPLEMENTAL NOTE ON SENATE BILL NO. 27 As Amended by Senate Committee on Financial Institutions and Insurance Brief* SB 27, as amended, would amend certain reporting requirements for the Commissioner of Insurance (Commissioner) and amend the definition of “person” in statute regarding enforcement of insurance law. Reporting Requirements The bill would remove the requirement that the Commissioner provide an annual report to the Governor regarding the general conduct and condition of insurance companies, including fraternal benefit societies doing business in the state. The Commissioner would be required to publish the report on the Kansas Insurance Department (Department) website. The bill would also remove outdated language requiring the Commissioner to report to the Governor and the Legislature regarding the development of uniform electronic data interchange formats and standards. [Note: A companion bill, HB 2048, has been introduced in the House.] Senate Committee on Financial Institutions and Insurance In the Senate Committee hearing, proponent testimony was provided by a representative of the Department, who stated the bill would increase efficiency for the Department by eliminating a reporting requirement and simplify the definition of “person” to prevent the need to amend the statute each time a change is made to the Commissioner’s jurisdiction. No other testimony was provided. The Senate Committee amended the bill to clarify that the annual report would continue to be published on the Department’s website.
