Dear Senator Thompson: 
 
 SUBJECT: Fiscal Note for SB 273 by Senate Committee on Federal and State Affairs 
 
 In accordance with KSA 75-3715a, the following fiscal note concerning SB 273 is 
respectfully submitted to your committee. 
 
 SB 273 would revise the definition of special election as any election held on the first 
Tuesday in March of any year. The definition would apply to bond elections held by a 
municipality, school elections of school officers, and bond elections held by school districts. The 
bill would also amend the requirements for when bond elections by school districts could be held. 
 
 The Secretary of State indicates it would use existing resources to provide training and 
update manuals for local county election officials and update public information to ensure 
knowledge of requirements of the timing of special elections. Any fiscal effect associated with 
SB 273 is not reflected in The FY 2026 Governor’s Budget Report.  
 
 The Kansas Association of Counties and the League of Kansas Municipalities both state 
that enactment of SB 273 could have the effect of reducing election costs for the cities and counties 
since the bill would reduce the number of special elections held to one day in the year. The 
Association and the League could not estimate a precise fiscal effect of the bill.
