The Honorable Kellie Warren, Chairperson
Senate Committee on Judiciary
300 SW 10th Avenue, Room 346-S
Topeka, Kansas 66612

Dear Senator Warren:

SUBJECT: Fiscal Note for SB 30 by Senate Committee on Judiciary

In accordance with KSA 75-3715a, the following fiscal note concerning SB 30 is
respectfully submitted to your committee.

SB 30 would require the Secretary of Labor to fingerprint and conduct state and national
criminal history record checks on any employee that has been or will be granted access to federal
tax information received directly from the Internal Revenue Service. The definition of employee
would include individuals who have applied for employment. The bill would also update statutory
permissions for the Kansas Bureau of Investigation to release criminal history information to the
Secretary of Labor.

Both the Kansas Department of Labor and the Kansas Bureau of Investigation report that
enactment of SB 30 would not have a fiscal effect for either agency.

 	Sincerely,

 	Adam C. Proffitt
 	Director of the Budget
