Dear Senator Bowers:

SUBJECT: Fiscal Note for SB 37 by Senate Committee on Federal and State Affairs

In accordance with KSA 75-3715a, the following fiscal note concerning SB 37 is
respectfully submitted to your committee.

SB 37 would repeal the zoning and planning authority for cities in the three-mile area
extending from the city boundaries, giving county planning commissions the authority to regulate
these areas instead.

Both the League of Kansas Municipalities and the Kanas Association of Counties indicate
that enactment of SB 37 would have a fiscal effect on local governments; however, the League
and Association do not have enough information to estimate a fiscal effect.

 	Sincerely,

 	Adam C. Proffitt
 	Director of the Budget
