Dear Senator Bowers: 
 
 SUBJECT: Fiscal Note for SB 40 by Senator Shallenburger 
 
 In accordance with KSA 75-3715a, the following fiscal note concerning SB 40 is 
respectfully submitted to your committee. 
 
 SB 40 would require any candidate campaign account for any person elected to state or 
local office that has decided not to run in the next election or is defeated by a candidate to be 
terminated 90 days after the second subsequent general election for such office in which the person 
is not elected.  The treasurer for such candidate campaign account would be required to dispose of 
any residual funds and file a termination report.  
 
 The Office of the Secretary of State and the Governmental Ethics Commission indicate 
enactment of the bill would have a minimal fiscal effect on the agencies that could be handled 
within existing resources.  Any fiscal effect associated with SB 40 is not reflected in The FY 2026 
Governor’s Budget Report.
